  • Civil Union Application
  • General Information

    • Civil Union Licenses may be obtained in any county in Colorado, regardless of where the ceremony will take place in Colorado.
    • The Civil Union License must be signed in Colorado within 35 days from the date the Civil Union License was issued.
    • The completed Civil Union Certificate (and attached license) must be returned for recording within 63 days after solemnization.  After that date, late fees may be incurred up to $50.
    • The Civil Union License is valid only for ceremonies performed in Colorado, however applicants do NOT need to be Colorado residents.
    • Both applicants must be present in order to obtain a Civil Union License, unless you have a notarized Absentee Affidavit and a copy of the absent party's ID.
    • You must provide proof of age.  Documents accepted include, but are not limited to, a valid U.S. Driver's License or Permit, U.S. Military ID, I.S. State-issued ID, or valid Passport.
    • Blood tests are not required.

    Widowed Applicants

    • If either applicant is widowed, you must provide the following: Date of death (month/day/year) and Place of death (city & state)
    Forms of Payment
    • Cash, Check, or Money Orders are accepted.
    • Checks/Money Orders should be made payable to Elbert County Clerk & Recorder
    • All fees are non-refundable.

    Age Requirements

    • Applicants for a Civil Union License must be 18 years of age or older. Applicants who are 16 and 17 years of age require consent from one of the following categories: Both parents (or parent with legal custody), Guardian, Judicial approval. For additional information please refer to HB19-1316.
    • Applicants 15 years of age and under require a court order and consent of both parents (or parent/guardian with legal custody)

    Divorced/Dissolved Applicants

    • If either applicant has previously been married or has previously been party to a civil union, you must provide the following: Name of previous spouse or partner, Date of divorce or dissolution (month/day/year), Place of divorce or dissolution (city & state), and Type of court for the divorce or dissolution.
    • If your divorce was final within 30 days preceding the date you apply for a Civil Union License, then you must provide a certified copy of your divorce decree.
